Law 43/2025 repealed the former unique permit for investors (art. 39 gj.xi; old art. 69 now covers domestic workers) and created this residence permit (art. 85/1): 2 years, renewed for 3 years if conditions hold, then permanent residence. The ALL 10m / EUR 100k figure from secondary sources is not in the law and was not confirmed in an official instruction
Plan B note (Sept 2026)Published
Replaces the Unique Permit for Investors, repealed by Law 43/2025. Permanent residence is granted after the first 2-year and second 3-year permits if conditions have not changed (5 years); naturalisation after 7 years of legal residence with permanent residence. The business must keep the 5:1 Albanian-to-foreign staffing ratio, pay average wages and stay profitable to renew
