Bill 52-602-01-29 (Council of Ministers, 27 Jul 2026) would require more than six months and one day in Bulgaria per year to keep permanent residence; pending in Parliament as of Sept 2026. Citizenship by investment was abolished 5 Apr 2022.
Plan B note (Sept 2026)Published
Pending bill (registered 28 Jul 2026) would require more than 6 months a year in Bulgaria to keep permanent residence, which would end the no-presence feature if enacted. Investors must report the investment to InvestBulgaria yearly by 1 December and keep it 5 years. Citizenship after 5 years of PR requires Bulgarian language and, for non-EU nationals, renunciation of prior citizenship.
