Rules date from 2004. A 2020 draft rewrite of the permanent residence regulations was published for comment; its adoption was not confirmed in this research.
Plan B note (Sept 2026)Published
Investment must already have run for 3 consecutive years with a good tax record before applying (so the investor usually lives in China on a work/residence permit first). ID card valid 10 years (5 years under 18) and renewable. Land cannot be owned privately in China; PR holders may buy a home for own use.
