Risks, limitations, and uncertainty
Notes on changes, conflicts, and limits.
- Investment note (Sept 2026)Published
- The XCD 400,000 is the only published figure; the required commercial investment is not quantified, so the real outlay is higher. Montserrat states it runs no citizenship by investment programme. Guidance notes date from April 2017; no later change found.
- Plan B note (Sept 2026)Published
- Permit holders are exempt from section 21 of the Immigration Act while the permit is valid. It is not permanent residence: ordinary permanent residence needs years of actual residence (15 years under S.R.O. 2 of 2026, previously 8), and naturalisation as a British Overseas Territories citizen can follow at least a year after the permanent residence card. The permit can be revoked if a grant condition, such as maintaining the investment, is not met.
