No investment is required; the financial test is proof of means of support at roughly the national average monthly gross salary (RON 9,483/month, ~$2,086 USD, May 2026 INS figure) for the period requested. A separate law-firm source claims a higher '3x average salary' (~EUR 3,700/month) threshold, which conflicts with IGI's own wording ('at least the average monthly gross salary') -- the official IGI text was used.
