Only open after 8 years' continuous residence in Turkey on other permits; the permit itself is indefinite with no renewal. Holders get the rights of Turkish citizens except voting, public-service jobs, military service and vehicle import duty exemption. A permit cancelled for a year abroad can be re-applied for without the 8-year condition. While qualifying, more than 6 months abroad in one year (or 1 year in 5) breaks the continuous-residence count.
