How the system works

Israel's National Health Insurance provides universal coverage for residents through four competing HMOs (Clalit, Maccabi, Meuhedet, and Leumit). Facilities are modern, many physicians are US- or Europe-trained, and emergency care is world-class. Tourists and foreign workers are excluded from the public system and must obtain private insurance.

What you'll actually use

As a resident (new immigrants qualify from arrival) you enroll in one of the four HMOs for primary and specialist care. Specialist waits are typically short — days rather than weeks — and preventive care is covered. Cost-sharing exists but is minimal next to typical US out-of-pocket spending.

Quality and access

Public and private care generally exceed OECD-average quality. Major hospitals in Tel Aviv, Jerusalem, and Haifa are modern and internationally accredited, access is relatively equitable across urban and rural areas, and mental health services are increasingly integrated into primary care.

The private market

Many residents combine HMO membership with private supplemental cover for faster specialist access and elective choice, and out-of-pocket private consultations are moderate.
