How the system works
Singapore runs a mixed public-private, multipayer system. Citizens and PRs use mandatory medical savings (Medisave), catastrophic insurance (MediShield), and a safety-net fund (Medifund), with subsidized care at government polyclinics and public hospitals. Foreign work-pass holders access public care at higher, unsubsidized rates and rely mostly on private providers and employer or private insurance. The system is famously efficient, with minimal waits.
What you'll actually use
As a work-pass holder you'll most often use private clinics and hospitals — fast, English-speaking, and international-standard — backed by private or employer-provided insurance. Public polyclinics are cheaper but busier. Out-of-pocket costs and medications run expensive, and dental and mental-health care are largely private.
Quality and access
Singapore ranks among the world's best for healthcare quality and access (Lancet healthcare-access index 93). Hospitals such as Raffles, Mount Elizabeth, and NUH match top international standards; doctors are internationally trained and English-fluent; and waits are short or same-day. Maternal and pediatric outcomes are among the world's best, and in a city-state there is no urban–rural gap.
The private market
Large private groups — Raffles Medical, Mount Elizabeth, Parkway — dominate, with transparent pricing and expat-specific insurance plans, and many employers provide coverage. Dental, vision, and most mental-health services sit in the private market, and telemedicine is growing.
